David C. Bloomfield is program head of educational leadership. He has a joint appointment with the CUNY Graduate Center's Ph.D. program in urban education (elected member, Executive Committee). His personal website is www.davidcbloomfield.com. He wrote American Public Education Law (Peter Lang, 2007) and other chapters and articles. He is a former elementary and secondary school teacher; counsel, NYC Board of Education; counsellor and senior editorial advisor, Manhattan Borough President's Office; executive director for public education programs, NYC Partnership; federal law clerk, SDNY; associate, Hogan & Hartson; assistant corpate Counsel, NYC Law Department; president, Citywide Council on High Schools; and board member, Literacy Assistance Center. He freqeuntly provides media commentary. Among his honors are African-American Institute Fellow; Paul Robeson Prize; New York State Distinguished Educator; Marquis' Who's Who in America and Who's Who in the World.

Areas of Expertise:
Education law, legislation and policy; school district management; parent and community outreach; independent school planning; instructional technology/peer education; and school finance. Successful Draft Legislation: Charter Schools, Parent Rights, NYC School Governance. His "Children's First" plan (MBPO 1994) was called "the single most substantial improvement in the governance of this city in decades."
